Michael Ouliel
Chief Intelligence Officer
On the cutting edge of the security, investigation, intelligence and technology sectors for more than 20 years, Mr. Ouliel began his career as an Operational Counter Terror and Intelligence Officer. He has subsequently served in various positions of command, leadership and management in the intelligence community across the globe. His experience includes wider intelligence security and policing matters including national security, intelligence operations, HUMINT, cyber security and identity, human terrain, economic crime, and asset tracing.
Mr. Ouliel also co-founded Cargo Security International (“CSI”), which was acquired by a global consulting agency. Following CSI, Mr. Ouliel acted as the Senior Global Practice Head at Oracle Corporation in the area of Intelligence, National/Homeland Security, and Cyber Security.
Post his Oracle term, Mr Ouliel founded and acted as the CEO of Ripples Homeland Security Group. Ripples was a global technology vendor with a special focus on building large and complex intelligence and Investigation systems to governments and large multinational enterprises globally. Finally, in 2019, Mr. Ouliel founded and served as the CEO of BlackSwan Technologies, a leading global technology AI startup, where he was named as one of the Top 50 AI CEOs of 2021 by Technology Innovators magazine.
In recent years Mr. Ouliel has been acting as a special advisor to multiple governments and federal agencies in the area of technology, primarily focused on intelligence, counter terror, HUMINT and extremism.
